If your family has no health insurance, we can help you see if you qualify for the Oregon Health Plan or other insurance programs. This coverage could insure you and/or your child for medical, dental and emergency services.
Oregon Health Plan
The Oregon Health Plan (OHP) has two benefit packages, Plus and Standard. It also has the Children’s Health Insurance Program (CHIP) for kids. You may qualify if your income is 100-201% Federal Poverty Level (
OHP Plus is the basic benefit package for individuals who are:
- Pregnant
- Under age 19
- Blind
- Disabled or age 65+ and receiving SSI or waivered services
- Those receiving medical benefits through Temporary Assistance to Needy Families (TANF)
OHP Standard covers individuals transitioning from OHP Plus and requires reapplication every six months. This plan includes, for example:
- Children turning 19 years of age
- Post-partum moms
- Refugees
Healthy Kids
Healthy Kids is new program offering free or low-cost health care coverage for Oregon children who don’t have health insurance. Even kids with pre-existing health conditions can enroll. Coverage lasts for at least one full year and can be longer so long as the child is still eligible.
Healthy Kids is based on a family’s income and there are three health coverage options: no-cost, low-cost and affordable.
Who is eligible?
Three key things determine if your child qualifies for no-cost or low-cost coverage:
- Age - Child must be under the age of 19 (19th birthday)
- Residency - Child must live in Oregon and be a legal resident
- Income
Your child must have been without health insurance for two months. However, there are exceptions to this rule for special circumstances, like a parent’s job loss or a child’s serious medical need.

Young Adult Coverage
If your parents have a health insurance plan that covers children, you can stay on your parents’ health plan until age 26. This applies even if you:
- No longer live with your parents
- Are not a dependent on your parents’ tax return
- Are not a student
- Are married or unmarried (Note: If you are married, your own spouse and children cannot get coverage).
This is a new policy under the Affordable Care Act, which was passed into law in March 2010. Before President Obama signed this act into law, many health insurance plans and issuers removed young adults from their parents’ policies because of their age.
Exceptions
There is a transition for certain existing group plans that generally do not have to provide dependent coverage until 2014, if the adult child has another offer of employer-based coverage aside from coverage through the parent.
