On Tuesday July 6th, Multnomah County Division of Assessment Recording and Taxation (DART) will be moving to Phase 1 of reopening.

Along with restoring in-person options for most services, DART will resume accepting passport applications.

Since the Multnomah Building closure in March, 2020, DART has continued to offer its core services including issuing Marriage Licenses, accepting Tax Payments, and Recording Documents but without the option for in-person services.  During this period, options for conducting business online and by mail were explored and expanded, enabling continuing business-as-usual, minus the face-to-face interaction with the public.  Phase 1 calls for resuming onsite services on a limited basis by appointment only in an effort to continue following best practices for employee and public health and safety.

Follow instructions / links on the webpages to schedule your appointment.  Same-day appointments are not available.

Customers needing to drop off documents or making non-cash tax payments can use the 24-hour Document Drop Box near the entrance to the Multnomah Building.  Tax Payments can be made in Room 175 without an appointment between 8:30 am and 4:00 pm.

Customers contemplating a visit to the Multnomah Building should be aware that recent changes to traffic patterns on SE Hawthorne Blvd, SE Madison St, and SE Grand Ave have removed most on-street parking near the Multnomah Building and significantly changed traffic flows in the neighborhood.  Also, short-term parking at the Multnomah Building garage is no longer available.  Please familiarize yourself ahead of time and allow extra time if you'll be arriving by car and looking for parking.

During Phase 1, existing options for conducting business with DART online and by mail will continue to be supported.

No timeline has been set for moving to Phase 2 in the process of further reopening.
