New Resident Concern Form for Tax Credit Affordable Housing Tenants. To better center residents, Oregon Housing and Community Services (OHCS) has launched a new way for residents of rental properties in OHCS’ portfolio to report concerns about their homes. Click here to find a list of all OHCS monitored affordable housing in the state of Oregon to see if this applies to your housing.

    OHCS has been receiving these resident inquiries and working with property managers and owners to address affordable housing property concerns for many years now. The online form being released today is just another tool to help OHCS streamline tenant inquiries and provide better customer service to both residents and partners. It is not driven by any recent legislation or policy changes.  These concerns could relate to, but are not limited to: Maintenance, Rent increases, Recertification, Application, Screening, Waitlists,
    Evictions, Lease Violations. Please direct residents to the online form on OHCS’ website should they want to reach out to OHCS. As a reminder, residents should always contact their property manager first when issues arise. Property managers should take all action available to them and escalate the issue to property owners when necessary. PHB provides up to $40,000 of your equity for a home repair loan, and the loan is interest-free, requires no payments, and is forgiven after 15 years if you continue to occupy the home. DV TRAINING FOR HOUSING PROVIDERS: The JOHS DSV Team is offering regular and ongoing training for housing providers in the Adult, Family and Youth Systems of Care to deepen skills for recognizing and responding to domestic and sexual violence. Domestic and sexual violence is a primary cause of homelessness for women and children, and often creates significant barriers to obtaining and retaining housing. These workshops are designed for non-DSV housing and shelter providers to build skills for working with survivors who are accessing housing services.Through the DV 101-103 series, attendees will learn about the dynamic of abuse, basic interventions for addressing abuse including safety planning, systems navigation and provide an in-depth understanding of compliance requirements for programs receiving funding through HUD's Continuum of Care programs.   5. MORTGAGE ASSISTANCE: The Homeowner Assistance Fund (HAF) has limited funds remaining for new applications. As a program of last resort, OHCS is accepting applications for eligible homeowners in foreclosure, in a court case where their home is at risk, in property tax foreclosure, or in other situations a housing counselor has identified as high risk. Homeowners in these situations must work with a free housing counselor to evaluate their workout options and, if no other workout options are available, submit a HAF application.

    Please note that it takes additional time and documentation to schedule and complete foreclosure avoidance counseling with a housing counselor, so please don’t delay. OHCS plans to make its final HAF payments in February 2025, but funds may run out much sooner. When funds are allocated, pending applications will be denied or paused subject to any funds becoming available. Applying for HAF does not guarantee approval or that a foreclosure will be postponed.

    Homeowners can learn more about eligibility criteria and application requirements and find a housing counselor that will work with HAF at oregonhomeownerassistance.org.

  6.     • Fair Housing for Aging Populations    - Tuesday, September 10 //10 a.m. - noon. The first half of this training will cover the housing crisis for older adults, how fair housing law can support aging in place, and the reasonable accommodation and modification process as it can be used to support older adults.  The second half of the presentation will be facilitated by AARP. AARP surveys consistently find that older adults want to remain in their current homes and communities for as long as possible.   3. National housing agency invites applicants living in federally subsidized housing to apply for tuition scholarships. See announcement below.
    • National Leased Housing Association Invites Applications from Federally Subsidized Residents for Tuition Scholarships

      Every year, the National Leased Housing Association (NLHA) awards scholarships through its Education Fund to residents assisted through federal programs like the Section 8 Project-Based Rental Assistance, Housing Choice Vouchers, Low-Income Housing Tax Credit, and Rural Housing Service Section 515/8 programs. NHLA is currently seeking applicants for the scholarship program and is accepting applications through April 24, 2024. NHLA encourages high school seniors, current undergraduates, non-traditional students, and those seeking a technical/vocational degree to apply. Since launching in 2007, the program has awarded $1.5 million in tuition assistance funds to support the educational goals of residents of federally assisted housing. Read more of this article here

Preference Policy First Time Homebuyer Program Re-opens in February!  

As we closed out 2023 and moved into the new year, we are excited to return to promoting homeownership! Our Preference Policy application for homeownership goes live on our website in February, and we have two homeownership developments coming online and various opportunities to create new homeowners. PHB supports the development of new units, as well as providing direct down payment assistance to first time homebuyers.  

PHB is partnering with Self Enhancement, Inc., Habitat for Humanity, Community Development Partners, and the Williams & Russell CDC to create new housing units for purchase. Homeownership is critical to family stabilization and the creation of wealth, especially intergenerational wealth, in America. PHB believes in, supports, and promotes homeownership throughout the City, and last year we successfully secured funds to support the North/Northeast homeownership program, receiving $1.2 million from Prosper Portland to go along with the $1.7 million in Interstate Tax Increment Financing (TIF) funds for first-time home buyers applying through the N/NE Preference Policy. The application is open to everyone, and longtime and displaced residents of North and Northeast Portland can receive preference for new homebuying opportunities. Preference is based on where the applicant and/or their ancestors live or lived in relation to areas of concentrated urban renewal in the N/NE area. Once the points have been determined, we will work closely with the Portland Housing Center (PHC) to help applicants become mortgage ready and identify homeownership options. PHC, a non-profit agency, serves as a comprehensive resource for first-time homebuyers, offering counseling, down payment assistance, individual development accounts (IDA), and mortgage lending. Their programs aim to bridge the racial homeownership gap, especially for low- to moderate-income households. Once a participant is ready to purchase their first home, (in other words, once they are “mortgage ready”), PHB can assist with the down payment.

Preference Policy Post Purchase Pilot Program

Portland Housing Center (PHC) launched its new Preference Policy Post Purchase Program on January 10th, inviting program participants and community partners to attend and learn how the program supports and provides resources to Preference Policy homebuyers.

N/NE Preference Policy Rental Waitlist

The new and improved application portal, launched in January for rental, and launching in February for homeownership, is designed to streamline the application process, making it easier than ever for households to apply for the N/NE Preference Policy Waitlist for rental, and homeownership, opportunities. With user-friendly features, intuitive navigation, and enhanced mapping features, this portal ensures a seamless experience for applicants.

The Rental Waitlist application is open year-round, meaning you can apply at any time. If you applied in 2021 or later, there is no need to reapply for the rental housing waitlist. There is no closing date. Applicants on the waitlist are referred to housing providers for available units when there is a vacancy, and their name reaches the top of the list.

Landlord Tenant Medation Program

PHB has partnered with Resolutions NW (RNW) to provide landlord-tenant mediation services for landlords and tenants looking to resolve conflicts prior to filing eviction claims. RNW works to resolve conflicts around past-due rent, lack of communication, or complaints, and focuses on rooted issues of equity. 

RNW's vision is to build healthier bonds between tenants and landlords to keep those most impacted by financial hardship in their homes, and work towards a city where housing is a human right.

In particular, disparities in power, race, gender, sexuality, class, etc., can leave tenants from marginalized communities feeling uncertain in approaching their landlords to discuss any issues or unfair treatment. Minor issues can escalate into serious matters such as eviction, biases, violence, and feelings of unwelcomeness and fear. 

Through proactive facilitation and relationship building, all parties encounter long-term benefits.

SNAP Benefit Replacement Due to Emergency

The snow and ice storm last week resulted in flooding, power outages, and tree damage, and many had food spoil or needed to abandon their food while going into shelter. Just a reminder- there are replacement SNAP benefits- for natural disasters like flooding, power outages, disasters, if people lost food.  

Applicants will have 10 days from the loss to request replacement of their SNAP benefits to their local DHS office. Grand Opening: Sunderland Safe Park Village

Funded by the American Rescue Plan Act and State of Oregon funds, we're happy to announce the Sunderland RV Safe Park opening! As 1 of 7 villages in the Safe Rest Village system, it is the first program of its kind in Portland serving those living in their own RVs. Staffed 24/7 with amenities such as a clothing closet, showers, bathrooms, a food pantry and kitchen, and more, 55 of our unhoused neighbors living in RVs along NE 33rd Dr will have a safe space where they can also access case management and mental & behavioral health services. While referrals will only be made via city outreach workers, not self- or third-party referrals, participants can call 211 if they need services.

OREGON HOUSING & COMMUNITY SERVICES - State to reopen Oregon Homeowner Assistance Fund Program portal to new applications

Homeowners urged to seek free guidance from housing counselors

SALEM, Ore. — Oregon Housing and Community Services (OHCS) will resume accepting new applications for the Oregon Homeowner Assistance Fund (HAF) program at 10 a.m. PST Aug. 2, 2023. The agency estimates there are enough funds to support about 500 additional eligible homeowners. The program offers federal temporary COVID-19 emergency mortgage relief intended to support homeowners who have experienced severe financial hardships due to the pandemic. It provides funding for past-due mortgages and other housing expenses, as well as ongoing payment assistance, to a limited number of homeowners with low to moderate incomes. 

The pause that began on May 31, 2023, allowed OHCS to assess current applications in its queue and better project the amount of HAF funds remaining for homeowners. As an exception during the pause, the program continued serving the most at-risk homeowners who were in active foreclosure.  

"Oregon families that were financially impacted by the COVID-19 pandemic and are now at risk of foreclosure should review the HAF eligibility requirements and consider submitting an application," said Ryan Vanden Brink, assistant director of Homeowner Assistance Programs. "Any homeowner falling behind should reach out to their mortgage servicer or a free housing counselor at a state-approved homeownership center right away." 

HAF will reopen with a focus on homeowners in active foreclosure and those traditionally underserved by mortgage markets. Homeowners can learn more about eligibility requirements and, if eligible, apply online starting at 10 a.m. PST Aug. 2, 2023, at oregonhomeownerassistance.org.    

Free help is available 

Homeowners can get free help from certified housing counselors around the state to learn about budgeting tools and evaluation of options to keep their homes, such as modifications, adding deferred payments to the end of a mortgage, or HAF. Housing counselors are knowledgeable, experienced, and dedicated professionals who can help homeowners communicate with their mortgage servicers. 

Search the full list of free certified housing counselors by county. Homeowners should be aware that some housing counseling agencies take longer to respond due to remote working policies.  

In addition to connecting with a certified housing counselor, Oregon homeowners should directly contact their mortgage servicers and lenders to see what types of mortgage assistance and foreclosure prevention programs are available. Homeowners who communicate with their lenders and servicers have some additional protections and usually have more time to figure out their options. 

Avoiding fraud 

The Oregon Department of Consumer and Business Services recommends being extremely cautious with offers to help from unauthorized companies or people. Homeowners are urged not to provide financial or personal information unless they verify the company or person’s licensing status. It does not cost anything to apply for the HAF program or meet with an Oregon housing counselor. 

There are a number of common warning signs homeowners should watch out for that may indicate a scam. If a homeowner suspects they’re being contacted by a scammer, they can file a report with the Consumer Financial Protection Bureau, the Oregon Department of Justice, or the U.S. Treasury’s Office of the Inspector General

To verify a lender’s license, visit the Division of Financial Regulation’s license page and compare it with the Nationwide Multistate Licensing System (NMLS) license number. This number must be included on all advertising materials and should be easy to find. To verify a housing counseling agency’s status with the state, make sure they are listed on the OHCS website.

Firwood Gardens at Sapphire Health Services Specialty Housing Announcement

Hi everyone, 

We have officially opened a new unit here at Firwood Gardens at Sapphire Health Services! It's called the "Specialty Needs Unit" and it's a placement with no time limit. It's for people who have significant behavior challenges (it's in an assisted living/residential care facility situation, older adults would be the most successful). They must be on medicaid, the unit is solely funded through medicaid alone. It's an unlocked unit. 

We have a total of 15 beds available. 

Here is the criteria for the unit:

Intake Criteria:

  1. Eligible for Medicaid Long-Term Care Services pursuant to Oregon Administrative Rules Chapter 411, Division 015;  

  2. History of unsuccessful placements or service needs that make it difficult to secure a standard placement; 

  3. History of or currently exhibiting or at risk for of one of the following: 

  • Dangerous or criminal behavior resulting in hospitalization, criminal charges; injury to self or others; 
  • Physical or sexual aggression towards others; 
  • Disruptive or agitated behaviors with the potential to cause harm to self or others; 
  • Abusive behavior towards others; 
  • Refusal of medications or health care services which may result in legal or healthcare risks to self or others; 
  • Complex psychiatric medication regimen requiring On-Site RN review of medications at least weekly; 
  • Addiction to prescription narcotics, alcohol or substances which are illegal at federal and/or state levels and require additional care planning and staff training; or 
  • Depressive symptoms which may include but are not limited to social isolation, lack of self-care; decreased level of functioning. 
  1. Requires a Behavior Support Plan; and 

  2. Requires at least one of the following: 

  3. 2-person full assist with mobility or transfers; or 

  4. Physician’s diagnosis of Obesity with a body mass index calculation of 40 or greater; or 

  5. A long-term clinical Treatment Plan developed by a licensed medical professional for chronic disease management, including but not limited to a Primary or Specialty Physician, Psychologist, Psychiatrist, Licensed Clinical Social Worker or Certified Alcohol and Drug Counselor; or 

  6. Nursing Assessment more than one day per week or has ongoing tasks of nursing that cannot be delegated.

OHCS announces new pause in accepting Homeowner Assistance Fund applications (5/17/23)

SALEM, ORE. — Oregon Housing and Community Services (OHCS) will pause accepting new applications for the Oregon Homeowner Assistance Fund (HAF) program at 4 p.m. PST May 31. This pause will allow OHCS to process current applications in its queue and better project the amount of federal HAF funds remaining for homeowners. The state previously paused at the end of 2022 for the same reasons and has been reopened to accepting applications since March. 

"HAF is pausing again to make sure there are enough funds for qualifying homeowners who’ve already applied," said Ryan Vanden Brink, assistant director of Homeowner Assistance Programs. "The program will likely reopen once we process additional applications already in the queue. If you are a homeowner falling behind, we encourage you to reach out to a state-approved homeownership center right away."  

Homeowners who are most at risk of foreclosure and housing displacement, socially disadvantaged individuals (as defined by U.S. Treasury), or otherwise meet one of the additional eligibility criteria listed at oregonhomeownerassistance.org are encouraged to apply for HAF assistance before 4 p.m. PST May 31.  

If a person has previously applied or begun an application, the pause will not impact them. Those who started their applications will still be able to access and complete them, and those applications that were previously submitted will still be processed. Applicants can continue to log on to the HAF portal to check the status of their application or scheduled payments. They can opt in to email alerts as their application advances.  

To serve the most at-risk homeowners, as an exception to this pause, OHCS will continue to accept new applications submitted by housing counselors on behalf of homeowners who are in a judicial foreclosure or forfeiture action or have a verified foreclosure sale date. If a person is in a judicial action or in a nonjudicial foreclosure and can provide documentation of a pending foreclosure sale date, they should apply before the pause or work with a free housing counselor to submit their application.   

OHCS planned its HAF program to operate as a safety net for the most at-risk eligible homeowners who have no viable workout options, and it will continue to operate HAF this way during the pause. As of May 12, 2023, OHCS approved 1,027 applications, totaling over $30 million of the $72 million budgeted for homeowners. In addition, 1,301 applications are currently being reviewed and 1,320 applications have been started but not completed for processing. At least 219 of the submitted HAF applications were or are in active foreclosure.  The average award disbursed is nearly $30,000 per application. 

Free help is available 

During this pause, homeowners who have fallen behind or are at risk of missing a payment on their mortgage can continue to get free help from certified housing counselors around the state to learn about budgeting tools and evaluation of options to keep their homes, such as modifications, adding deferred payments to the end of a mortgage, or HAF. HAF may not be the best option for everyone, and it may prevent homeowners from servicer options available for different types of loans. Housing counselors are knowledgeable, experienced, and dedicated professionals who can help homeowners communicate with their mortgage servicers. 

Search the full list of free certified housing counselors by county. Homeowners should be aware that some housing counseling agencies take longer to respond due to the holidays and remote working policies.  

In addition to connecting with a certified housing counselor, Oregon homeowners should directly contact their mortgage servicers and lenders to see what types of mortgage assistance and foreclosure prevention programs are available. Homeowners who communicate with their lenders and servicers have some additional protections and usually have more time to figure out their options. 

Avoiding fraud 

The Oregon Department of Consumer and Business Services recommends being extremely cautious with offers to help from unauthorized companies or people. Homeowners are urged not to provide financial or personal information unless they verify the company or person’s licensing status. It does not cost anything to apply for the HAF program or meet with an Oregon housing counselor. 

There are a number of common warning signs homeowners should watch out for that may indicate a scam. If a homeowner suspects they’re being contacted by a scammer, they can report it to the Consumer Financial Protection Bureau, the Oregon Department of Justice, or the U.S. Treasury’s Office of the Inspector General

To verify a lender’s license, visit the Division of Financial Regulation’s license page and compare it with the Nationwide Multistate Licensing System (NMLS) license number. This number must be included on all advertising materials and should be easy to find. To verify a housing counseling agency’s status with the state, make sure they are listed on the OHCS website.

Home Forward's Section 8 Housing Choice Voucher waitlist opens from 6/5-6/9

Home Forward is opening their Section 8 Housing Choice Voucher waitlist next month, June 5th - June 9th!!! Home Forward is the Housing Authority serving Multnomah County if you are unfamiliar with them. See full announcement in the email below.

This waitlist has not opened in several years so this is a rare opportunity that folks do not want to miss if they are interested in accessing a voucher. These are tenant based vouchers that stay with the tenant and offer the flexibility for them to use that voucher at any qualifying unit in Mult. County. The tenants rent will be 30% of their gross household income with a voucher. 

Please keep in mind that because Home Forwards receives too many applications to effectively handle, they will do a lottery and select 2000 names to actually go onto the waitlist for a voucher. It can also take several years for them to get through the waitlist once they accept the applications. So please let your folks know that applying is not a guarantee of receiving a voucher. 

Applications will be accepted online at www.homeforward.org and applicants will need an email address to apply.

Community Vision is excited to offer Moving Out, Moving Up, a free tenant education course for people with disabilities! Please share the information below with anyone who might be interested.

The class is scheduled for May 23-June 8th, Class will be held on Tuesdays and Thursdays from 2-3:30 pm via Zoom*.

During the course, we will learn and discuss some of our rights and responsibilities as a renter and neighbor. Some of the topics we will cover include:

  • Lease agreements
  • Common rules for living in an apartment
  • Laws that protect renters
  • Reasonable accommodation and modification
  • Service animals
  • Improving your credit
  • And more!

In addition to our Tuesday and Thursday meetings, Heidi, the instructor, will also host optional drop-in meetings on Wednesdays from 2-3 for anyone who would like more time to review the topics we’ve previously covered.

Important New Protections for Oregon Renters (signed into law 3/29/23)

  • On March 29, 2023, Governor Tina Kotek signed House Bill 2001 (HB2001) which makes key changes to the eviction process for nonpayment. HB 2001 takes effect immediately. Read about some of these important changes on our website – rental housing providers may need to update business forms and practices in relation to terminations. Housing providers and tenants with questions about how HB2001 applies to a specific situation should consult a legal professional. Highlights include the following:
    • 10 Notice Required for Late Rent
    • Property managers must stop eviction proceedings if rent is paid.
    • Property managers are required to accept rent assistance.

AFFORDABLE HOUSING

The Starlight - 355 NW 6th Ave. Portland, OR 97209.

The Starlight, located in Portland's historic Old Town District, will hold its Grand Opening on December 1st, bringing 100 new affordable homes online. 70 of these will provide permanent supportive housing for individuals experiencing chronic homelessness. The remaining units are set aside for community members with limited incomes.

Rent: Studios  $530 - $750; SRO units  $440. These are the only unit sizes that will be available.

AFFORDABLE HOUSING

​​N/NE Preference Policy Rental Update 

The Portland Housing Bureau is currently accepting Preference Policy rental applications ​for affordable rental housing opportunities in North and Northeast Portland. Opportunities include Beatrice Morrow, Charlotte B. Rutherford Place, Garlington Place, King + Parks, Renaissance Commons, and Songbird. ​The Preference Policy gives preference to residents that have been harmed by Portland city action through urban renewal practices within the Interstate Corridor Urban Renewal Area (ICURA). The waitlist is open to everyone, however, current and former residents of North and Northeast Portland will be considered before those that have not resided in the area.​

There is no closing date. If you applied for N/NE rental housing opportunities before 2021, you will need to submit another application to be considered for these rental housing opportunities. ​Once the application round ​is ​closed, the waitlist is sorted in order of points claimed on the application from highest to lowest, with priority status households at the top of the list, followed by six-point households, then five-point households, and so on. Families will be selected from the waitlist for housing openings in order of preference. Once the family has moved to the top of the waiting list, applicants will be screened by the housing provider to determine eligibility for the housing opportunity. Please note that the housing provider will contact you only if your name reaches the top of the waiting list.

​Blanchet House​

Blanchet House has openings for men looking for supportive transitional housing. We are sober living, but being in recovery is not needed to receive services. Guests with SUD need to have some sobriety as they will be starting a shift in our kitchen the next morning after intake. Amount of sobriety depends on treatment history, and DOC.First 90 days are in our kitchen followed by 4-6 months of free room and board while working on our own job. Home Forward will be opening 33 of it's building wait lists between November 30th and December 14th.

Refer to Home Forward's Wait lists web page for information about the properties with lists that will be opening. Applicants will need to apply online. The online application link will be available on the wait list link above on 11/30/22. If applicants are not able to apply online they can call 503-415-8050 for assistance with the application process. If more applications are received then can be accepted Home Forward will conduct a random lottery to select applicants for wait lists.

Behavioral Health Resource Center - is slated to open in December 2022. The center will be located at 333 SW Park, Portland, OR. 

The Behavioral Health Resource Center is a facility that is specifically designed to meet the needs of people with mental health and substance use challenges who may also live outside. This is a new facility that will provide a day center, shelter, transitional housing, food, showers, laundry and other services to help find housing, work and medical care services. It also offers vital peer support, links to behavioral health services and treatment options. Transitional housing and shelter are planned to open in the spring of 2023.

Our Just Future (previously Human Solutions) has several affordable and subsidized building wait lists that are open.

The following Human Solutions properties have open HUD/PBV and/or LIHTC waitlists (HUD and PBV are similar as rent is based on income). 

  • PBV - Project Based Voucher: these are subsidized units where tenant rent is approx. 30% of their gross household income and the subsidy is tied to the unit (when tenant leaves the unit, the rent subsidy does not move with the tenant). 

  • LIHTC  - Low Income Housing Tax Credit: these are "affordable" units that have fixed rent amounts that are designed to be affordable to tenants in certain income brackets. 

  • HUD Units - these are subsidized units where tenant rent is approx. 30% of their gross household income and the subsidy is tied to the unit (when tenant leaves the unit, the rent subsidy does not move with the tenant). 

If you have participants that you would like to put on these wait lists please reach out to the property to get their waiting list applications.  Once the properties reach a certain point the wait lists will be closed.  A few of these properties have different lists so it’s important you write on the form which lists you want to be on:
