BALLOT TITLE

MAYORAL ELECTION: CITY OF GRESHAM CHARTER AMENDMENT

QUESTION:Shall the Charter be amended to require election of a mayor at the November gubernatorial election?

SUMMARY:This measure would amend the Gresham Charter to require election of a mayor at the November gubernatorial election and deletes an obsolete reference to a previous election date. This amendment would clarify, but does not change, when a mayor would be elected.

This measure would take effect when approved by at least sixty percent (60%) of the votes cast for or against this measure..

EXPLANATORY STATEMENT

The Gresham Charter is the constitution of the City of Gresham. The current Charter was adopted in 1978 and last amended by Gresham voters in 2004. The Charter requires City Council to appoint a charter review committee every eight years beginning in 2003. Seven community volunteers were appointed in 2011 to serve on the committee. This amendment was recommended by the committee and referred to the voters by the Gresham City Council.

The qualifications to be elected to serve on council are residing in the City of Gresham for at least one year. The Gresham Charter is the constitution of the City of Gresham. The current Charter was adopted in 1978 and last amended by Gresham voters in 2004. The Charter requires City Council to appoint a charter review committee every eight years beginning in 2003. Seven community volunteers were appointed in 2011 to serve on the committee. This amendment was recommended by the committee and referred to the voters by the Gresham City Council.

This measure would amend the Gresham Charter to require election of a mayor at the November gubernatorial election and would delete an obsolete reference to a previous election date. This amendment would clarify, but not change, when a mayor would be elected.

If amended, Section 9 of the Gresham Charter would read:

MAYOR. At the November election held in 1986 and every fourth year thereafter,A mayor shall be elected for a term of four years at the November gubernatorial election. The mayor in office when this Charter is amended shall continue in office for the term for which then elected. At each biennial November election, a mayor shall be elected, if necessary, to fill any vacancies pursuant to Section 32 of this Charter.
