Service is what Rockwood Water PUD should be all about. I plan to help provide Quality Water with abundant storage and availability by having multiple water resources at low cost.
My plan includes conserving the revenues, keeping rates down, improving and maintaining the distribution system and tightening the budget instead of padding it.
This position requires a sense of responsibility and commitment to you. I have the integrity and willingness to serve others and the ability to grasp water issues and to show good judgment in finding solutions.
I am involved and aware of the issues, problems and concerns of the PUD and as a Board Member will bring fresh eyes, ears and an open mind that will assure that every voice is heard and every idea considered.
My opponent Pat Stallings would have you believe my sitting on the board would be a conflict of interest because of my husbands 23 years employment at the PUD. The wage and benefit package are negotiated by the District Manager and Union Representatives, not the Board. There are so many more important issues handled by the Board.
Are you aware that Pat Stallings is under formal investigation at this time for her actions and questionable integrity while sitting on the Board of Directors?
Pat's questionable living arrangements and timely maneuvering for her roommate's seat on the board and her possibly receiving payment she wasn't entitled draws questions.
Personally I'm very concerned about her actions as I know others are and don't believe she should sit on the board, do you?

My opponent is the wife of a Rockwood Water employee - the Union Shop Steward. Potential for conflict of interest could prevent her from voting or even discussing some of the largest expenses of the District; salaries, benefits, hiring, new equipment. Do you think she should vote on the budget or participate in union negotiations? I don't. Please consider your vote carefully. Rockwood needs 5 Directors to make major decisions not 4.
PAT STALLINGS BELIEVES IN:
LOWEST POSSIBLE COST
Under my leadership, on going cost effective service has been a primary goal. The first step toward cost control is construction of a new water tank allowing us to purchase water at the lowest cost. In addition, we are exploring options for new wells and connections with other water wholesalers to reduce dependence on Portland's costly water supply.
EMERGENCY SUPPLY PLAN
As an active member of the Regional Water Consortium, I attend meetings with Mayors, Councilmen, and Water Commissioners from the area's major providers. My focus is to see connections between systems are made so Rockwood will have adequate supply, other than the Willamette River, should a major interruption occur at Bull Run.
RESPONSIBLE BUDGETING
Under my leadership, a new management team has been established at Rockwood and the budget process refined to provide for only necessary expenses. Neither management nor I believe in "use it or loose it" budgeting. We don't look for ways to spend money; we look for ways to have money left over to help off set Portland's increasing wholesale water costs.
