The average balance of the Multnomah County investment portfolio for fiscal year 2023 was $1.7 billion.  The portfolio is managed in accordance with state statutes ORS 294 and ORS 295. The county's investment policy is more conservative than what is allowed under the Oregon State statutes.  Oversight is provided by an Investment Advisory Board (IAB) consisting of five citizens with investment or finance experience. The IAB meets quarterly to review the portfolio's performance, ensure that it complies with the investment policy and to provide guidance. In general, the IAB meetings are held on the third Thursday of January, April, July and October, at 3:30 PM, on the fifth floor of the Multnomah Building.
