Sponsors Organized to Assist Refugees (SOAR) is a program of Ecumenical Ministries of Oregon. It is one of Oregon's three refugee resettlement providers. SOAR also has a team of immigration attorneys and offers civics and ESL classes to immigrant residents seeking citizenship.
