Portland Water Bureau applied and was approved to build a drinking water filtration facility and communications tower located at the eastern end of SE Carpenter Road, with raw and finished water pipelines connecting to the existing Bull Run conduit system.
Current Status
On February 11, 2026, the Land Use Board of Appeals affirmed the Hearing Officer's Remand Decision.
