The proposed program enhancement will increase the staffing level at Recog by four additional staff. The addition of four staff strategically scheduled within the 24/7 operation of Recog will allow all defendants seen by Recog to receive a comprehensive nation-wide warrant check and a full interview to determine the defendant’s likelihood of return to Court for their arraignment and risk for committing a new offense in the community if released from custody. This program enhancement could be implemented within six months of the necessary funds being approved. This time frame will allow for the hiring and the training of the four additional staff.

If this program is not implemented, specified lower crime severity booking cases would continue to be released based on booking charge type without interview or full records check. MCSO also submitted a Program Offer for FY07 that rolled the Recog function into the Classification Unit for approx 800k in savings at that time (which wasn’t purchased).
