County Board to be briefed on vision for Vance Property in Gresham

The future of nearly 90 acres of Multnomah County-owned property in the Rockwood/Centennial neighborhoods of west Gresham will be the focus of a one-hour briefing for Multnomah County’s Board of Commissioners on Tuesday, March 15 at 10 am.

Members of the project team and several community leaders will brief the Board about the Vance Vision. The briefing and release of the Vision are major milestones in a multi-year planning effort.  The property currently houses several County facilities, a park, open space and former industrial land.  The plan is to maintain existing County buildings and find new uses for some areas of the property. 

District 4 County Commissioner Lori Stegmann will introduce the briefing at the Multnomah Building Boardroom at 501 SE Hawthorne Blvd.,Portland.  

The Vance Vision is a true multi-jurisdictional partnership that acknowledges the environmental challenges of the Vance properties, the historical context for its development, and the deep needs articulated by our community leaders,” Commissioner Stegmann said. “The presentation is not an end point for this vision but rather a milestone on our path forward together, a guide for future growth and an embodiment of the priorities and needs our East County communities are looking to us to address.”

Highlights of the plan include:

A list of project principles for meeting the needs of the County and the community
  • Description of how the project is organized and governed
  • A history of the Vance site and a description of how it is used today
  • Information on the surrounding community and the properties’ site context, including:
    • Demographics
    • Land use and zoning
    • Access to the site and connectivity issues
    • Environmental conditions on the site
  • The community engagement process and highlights of what we heard from the community 
  • A proposed design framework, including a map showing three sub-areas of the property and vision and opportunities for each sub-area
  • An implementation strategy, focusing on each sub-area
