Affordable Housing Development Program Records (OSCP1-002): Documents the transfer of properties acquired by the county via tax foreclosures to non-profit development corporations for low-income housing projects. Records include deed transfers, liens/encumbrances against properties, description of proposed development, monitoring reports, reports from the county Tax Title program, correspondence, and related records.
Retention: Retain 6 years after maturity date. (2003-0038/002)

Correspondence: Records that: 1. document communications created or received by an agency AND 2. directly relate to an agency program or agency administration AND 3. are not otherwise specified in the Multnomah County Retention Schedules. Records may include but are not limited to letters, memoranda, notes and electronic messages that communicate formal approvals, directions for action, and information about contracts, purchases, grants, personnel and particular projects or programs.

Housing Development Loan Records (OSCP1-001): Documents loans made to individual home-owners and landlords for the improvement or development of housing properties. Loans are made for a variety of purposes under several programs and are usually funded under some aspect of the federal Community Development Block Grant program. Records include trust deeds, promissory notes, loan agreement, assignment of title, property descriptions, tax records, correspondence, payment records, and related background material. Closed files will also have a transmittal letter indicating that file documents have been transmitted and the property-owner should file for a re-conveyance.

Special Project Loan Records (OSCP1-004): Documents grants to non-profit organizations under the federal Community Development Block Grant program. Loans are made for housing or community development projects. Records include trust deeds, promissory notes, loan agreement, assignment of title, property descriptions, tax records, correspondence, payment records, and related background material.

Strategic Investment Program (SIP) Loan Records (OSCP1-003): Documents funds loaned to businesses (non- and for-profit) for projects to create affordable housing. Funds are received from the county's SIP agreement with LSI Logic Corporation, Fujitsu, and the City of Gresham. Records include loan application, project proposals, reports showing SIP pool balance, performance reports, correspondence, and related records.
