Project Information:

  • Location: East Historic Columbia River Highway and Dora St./Harlow Ave. See map of project area.
  • Schedule:  Construction began on June 6, 2018.  As of July 2018, work is completed except for minor tasks.
  • Funding Source: County General Roadway Funds

Project Description:

This project added pedestrian "bulb outs" and ramp upgrades to the crosswalks on the north side of East Historic Columbia River Highway at Dora Street and Harlow Avenue in downtown Troutdale. These improvements will make it easier and safer for pedestrians and people using mobility devices to cross the downtown highway. They will match those being built by a private developer on the south side of the highway later this year.

Work hours were generally from 7am to 8pm Monday to Friday. No weekend work is planned, to avoid impacting businesses on weekends.

Work was scheduled to be completed by the third week in June. There is a financial incentive if the contractor completes the work ahead of schedule. There are financial penalties if the work is completed late.

Traffic Impacts:

  • One lane of the Historic Columbia River Highway, Dora Street or Harlow Avenue was closed at times during construction. When a lane was closed, flaggers directed traffic through the work zone. No vehicle detour was be required.
  • Short pedestrian detours were needed while ramps were upgraded. 
  • On-street parking next to the crosswalks was closed during construction hours.

Public Involvement:

A public meeting was held on March 20, 2018 at the old City Council Chambers. The 60% design was presented and feedback from the public was received.
