Multnomah County Auditor appoints 2018 Salary Commission

The Multnomah County Auditor's Office is proud to announce the appointment of the 2018 Salary Commission.  The County Charter requires that every two years a Salary Commission made up of compensation professionals be appointed to set the salaries for the Chair, Sheriff, County Commissioners, and a supplement for the District Attorney.

Auditor Steve March said, "We are delighted to have such a strong and dedicated group of professionals to review the salaries of the County's other elected officials and decide what they should be for the next two years.  Combined these volunteers bring well over a hundred years of experience to the task at hand."  

The Salary Commission's first meeting will be on January 19th, in the Multnomah Building, 501 SE Hawthorne Blvd., Suite 601, Portland OR 97214.  The meeting will start at 7:30 a.m.

Four of the five members are returning members, with the fifth bringing a wealth of experience including working with another salary commission. 

Jan Lambert is a senior compensation consultant for Providence St. Joseph Health.  Her areas of expertise include base and variable compensation, performance management, merit, market pricing, employment law and strategic consultation to senior leadership.  Jan’s career spans over 20 years of human resources including experience in recruiting, employment law and employee relations in a variety of industries such as utilities, health care and manufacturing, such as MACH 1, Freightliner LLC, and PacifiCorp. She has served as the membership chair for the Columbia Willamette Compensation Group (CWCG) from 2006 to 2011, and 2016 to 2017.  She also serves on the Planning Commission for the City of Tigard.  Jan has served on the Multnomah County Salary Commission beginning in 2008.

Elisabeth S. Nunes has over 30 years of HR leadership experience including all aspects of classification and compensation management across multiple industries. The past ten years have been focused in the public sector, first at Multnomah County and for the last six years at the City of Portland where she serves as the Classification and Compensation Manager.

Heather Pedersen has over 25 years of professional HR experience in the private and public sectors. Serving in a variety of roles in many areas of human resources, Heather has spent the last 13 years serving as Clackamas County’s Classification and Compensation Manager where she staffs the annual Compensation Board for Elected Officials process. 

Mary Rowe, is the Human Resources Director for Metro regional government and has 29 years of experience in public sector Human Resources. Mary is active in the International Public Managers Association – Human Resources (IPMA-HR) organization currently serving as President in 2017. She has taught HR courses internationally.  She has an undergraduate degree from Reed College and a Masters degree in Industrial and Labor Relations from the University of Oregon.

Catrinus Wallet has 38 years of experience in developing and managing compensation programs in a variety of industries.  Currently Senior Compensation Analyst at OHSU, Catrinus is a leader in the Portland Industrial-Organization Psychology Association and is a past board member of the Columbia Willamette Compensation Group.  A 30-year resident of the Portland metro area, he is a graduate of Pepperdine University and did graduate studies at California State University, Long Beach.

Multnomah County Charter:

4.30. Compensation Of The Chair, Commissioners, Sheriff and District Attorney.

The auditor shall appoint a five-member salary commission, composed of qualified human resource professionals with compensation experience, by January 1 of each even year. The salary commission shall set the salaries for the chair of the board of county commissioners, county commissioners, sheriff and the county paid supplemental salary of the district attorney, documenting the basis of its decisions. All elected or appointed Multnomah County officials and employees are prohibited from serving on the salary commission.
