David joined MCEM in 2018 as an Emergency Management Planner, providing support for planning processes to reduce the impact of future hazards in Multnomah County.  David has spent nearly 20 years working in hazard mitigation and FEMA planning and regulatory coordination at the state government level in Oregon, Illinois, and North Carolina.  He holds a Master’s Degree in Regional Planning from the University of North Carolina-Chapel Hill.
