Stacy Cowan is the Senior State Policy Manager in Government Relations at Multnomah County. She joined Multnomah County in the spring of 2022. She brings with her over 12 years public policy experience working on a diverse set of issues including human services, transportation, public safety, and state budget and revenue. Stacy is the former State Government Relations Manager with the City of Portland and previously worked with SEIU Local 503 as the Public Sector Public Policy & Political Strategist.
An Oregon native, Stacy graduated from Portland State University with a B.S in Psychology. In her spare time, she enjoys vegetable gardening, camping, and spending time outdoors with her husband and two daughters.
