View Entire RFP Energy Savings Performance Contract

The purpose of this RFP was to select a Qualified Energy Service Company (ESCO) to assist with energy conservation goals. More specifically, the County has identified 5 facilities that reflect an accurate cross-section of its core services, operating practices, and unique challenges. These 5 facilities comprise about 680,000 Gross Square Feet, or 20% of the entire portfolio. Each of these facilities is on the BAS. The spaces are used for detention, outpatient medical care, general office space, and public purpose library. The County seeks to evaluate an ESCO’s proposal for Energy Conservation Measures utilizing industry best practices and advancements in technology.  

Sustainability Questions Used (additional sustainability references embedded throughout):

1. Clarify the depth of your Team member experience with energy savings performance contracting. Illustrate what was achieved in the one single project where the highest level of involvement, coordination and performance in sustainable building practices was applied by your firm.

Evaluation Criteria: Proposer has demonstrated comprehensive experience with ESPCs. Proposer has described a project with significance or innovation.

2. Provide specific examples from past projects that you would use on this project to describe your approach to integrating sustainability in projects including, but not limited to, the following:

(1) Type, cost and origin of materials used including material reuse, high-performance and low life-cycle cost materials, and low volatile organic compound (VOC) paints, sealers and other products;
(2) Location of material manufacturers, delivery distance and cost in addition to reduction of air pollution through the use of clean diesel, and other methods during construction equipment operations; and
(3) Deconstruction, construction waste stream diversion measures, rapid prototyping and computer modeling, fast-track construction, prefabrication modules, and other site work solutions.

Evaluation Criteria: Proposer has demonstrated sustainable purchasing practices for goods and/or services related to their business operations. This could include descriptions of policies or practices surrounding: durable versus disposable goods; products composed of post consumer recycled materials; post-consumer recycled content products (paper and other office supplies); using certified green cleaning products (i.e. Ecologo, GreenSeal, etc.); energy efficient product alternatives (i.e Energy Star electronics, appliances and vending machines, or EPEAT registered computers). 

3. Describe environmental stewardship efforts that your business has made within your own organization in the past three years, such as:

(1) Written policies or plans that commit your organization to operate in a sustainable manner, such as reducing fossil fuel use in vehicles;
(2) Energy and water measures that reduce consumption, increase efficiency, and generate energy through sustainable fuels; and
(3) Waste reduction and recycling measures that divert materials from the waste stream.

Evaluation Criteria: Proposer provides specific examples, metrics, and details of practices, and copies of reports, policies, or plans related to their sustainable business practices.
