Dear Community Partners,

Thank you for your interest in participating in the procurement process for the SUN Service System. We want to share with you that with much consideration, and in response to a request from school district superintendents, we have decided to delay the SUN Service System procurement process by one year. 

From the SUN Service System Compensation Study, conducted by the County’s Human Resources department, we know that pay equity is a critical issue for our contracted providers. From the True Cost of Community Schools analysis, we know that there is a funding gap between what Community Schools are tasked to do, and what it costs to make it happen. We have heard from families, providers and school districts that there is a collective desire to expand SUN Community School extended day services. 

We know that we can’t address these programmatic and funding challenges without the support of our SUN Service System stakeholders, including the City of Portland, School Districts and contracted community based organizations. Our goal over the next year is to explore together the possibilities for additional resources, and review our collective vision for SUN Community Schools.

We recognize that the delay may be frustrating and challenging both for current and prospective providers, but we believe that taking this time to plan and strategize over the next year will allow us to more meaningfully address these needs of all stakeholders, and ultimately the children and families we all serve. Please look out for additional information in the coming months.

Welcome to the SUN Service System Procurement Information Webpage. The SUN Service System, an initiative managed by Youth & Family Services in the Department of County Human Services, has been working on planning components for the upcoming Request for Proposal (RFP) process. Through this competitive process we will be soliciting applications from Suppliers interested in contracting with Multnomah County for services managed through the SUN Service System. 

Here, you can find the most updated RFP timeline, informational materials and upcoming community learning sessions. The RFP announcement will be featured on this webpage as well.

The SUN Service System is a unique city-county-school-nonprofit partnership designed to align and integrate key social and support services for children, youth and their families toward two long-term outcomes: increased academic success for all youth, and an overall reduction in poverty in our community.

Our goal is to use strategies to target resources that are culturally responsive and appropriate to our communities most negatively impacted by systemic racism, health inequity, and barriers to opportunity and to advance positive outcomes for all our residents.
