PRIOR GOVERNMENTAL EXPERIENCE: Rockwood Water Board of Directors 2001-Present

Hello I’m Steve McElroy. I would like to thank the voters of Rockwood Water P.U.D for giving me the opportunity to represent their views on the Board of Directors for the last 4 years. I’ve done my best to make sure you were heard and to keep the promises that I made to you. The next 4 years are going to be exciting and very interesting for Rockwood as the decisions made by this board will greatly reduce any need for rate hikes. Along with continuing to vote no on rate hikes as I have for the last 4 years, I supported drilling 2 new wells which will be on line this fall. These 2 wells are capable of producing enough clean cold water that when mixed with the Bull Run water we buy from Portland, the wholesale cost of water will be reduced from 74 cents per hundred cubic gallons to about 26 cents per hundred. My support of the Clackamas River Water Project, and now the possible annexation of the Clackamas River Water district into our P.U.D. will reduce the wholesale cost of water even more. In August 2002 Fujitsu closed its account with our P.U.D. This was financially devastating for our PUD. With budget cuts and setting some projects aside we were able to meet the financial responsibilities of the P.U.D. without raising rates. With your vote we can continue to make sure we the voters have a voice on this board, and that Rockwood Water P.U.D. can continue to provide clean, safe, cold water at the lowest cost possible.

COMMON SENSE LEADERSHIP:

As a long time customer of R.W.P.U.D. I have often commented about the excellent service and reasonable rates that our district offers us. R.W.P.U.D. is entering into a growth period, a time that requires tough and thoughtful decisions. I’m running as a concerned citizen with an uncommon measure of common sense. I know I can make a difference in the life of R.W.P.U.D. and I feel qualified to help direct this effort.

FIRE HYDRANT PLACEMENT:

I will promote more fire hydrants placed closer than the maximum spacing. When fire insurance is bought, the first question is, “How close is your home to a fire hydrant?” When R.W.P.U.D. has to open a road my concern will be to promote more hydrants which mean a better yearly rate on fire insurance for homeowners.

NEW WATER SOURCES:

R.W.P.U.D. water quality is first rate, but we pay a steep premium for Bull Run water and it is my concern that Portland could price us out of the market. It is in the best interest of R.W.P.U.D. to secure alternative water sources. Knowing the R.W.P.U.D. Directors will not allow for lesser water quality, and that a cheaper supply does not mean poor quality, for years R.W.P.U.D. patrons drank blended water from south shore wells saving up to 10% a year on water costs.

R.W.P.U.D. is considering annexing Clackamas River Water District, with this success there will be time to stabilize water rates with the new part of our district. This isn’t a “rate hike”, as there is discussion that the current water rate could be maintained for an extended period of time.

YOUNG STANDS FOR CONTINUED QUALITY WATER SERVICE WITH A RESPONSIBLE COST EFFICIENT EDGE.
